With entry into force of the London Agreement next spring and various other new rules that make it cheaper for non-Europeans to apply for Europe-wide patents (such as possibility to file in Japanese and submit a translatoin 3 months later or possibility, in the future, to obtain validation for software patents through a unified EU-EPLA court), we may of course see an explosion in patent applications that will set the EPO back on track to operate the fastest growing patent system of the world, surpassing once more China. The huge growth of the Chinese patent system is also due not so much to the yearly growth rates of domestic applications by 50% as to the equal growth rates of foreign submissions from companies that previously would not have considered CN patents so important. There is still quite a big potential of growth of foreign applications in Europe too, once uniform english-only enforcement becomes feasible. Perhaps the EPO's recruitment call is already anticipating that day. They often anticipate situations that aren't there yet, the most striking examples being the IBM1&2 verdicts of 1998, which anticipated a planned change of law on software patents.

The EPO is probably no longer runs the fastest growing regional patent system world wide. As far as the number of patent applications is concerned, it used to be nr 3 in the world (after US and JP) but now has been declassed to nr 4 by CN, which is growing at huge rates (and, according to what the patent lawyers say, managing its backlog well and providing "high quality examination" work, all of which the EPO can hardly be said to be doing). It is nice that they say that "working for the EPO means supporting .. economic growth for the benefit of European citizens". That used to be their mission statement, and if the word "should" was added, it would be a good statement. Without that word, it is even less credible than the claim to be "fastest growing" or the tales of Baron von Münchhausen. How can any serious person claim that the rapidly growing rate of strategic patenting is in the interests of the economy and society at large?
